Manchester City Council’s Working Well pilot began as a five-year programme to help 5,000 vulnerable people on Employment and Support Allowance (ESA) in the Greater Manchester region. Run by The Big Life Group and Ingeus since March 2014, Working Well is an innovative example of local service integration, providing every individual with a tailored package of support for up to two years. These packages address specific barriers to work and, importantly, offer up to one year of in-work support. The support is delivered on a family rather than an individual basis and integrates key workers in health, skills, education and housing services.
By summer 2015, the Council was intending to expand Working Well to reach over 50,000 people with a budget of up to £100m from Greater Manchester, the European Social Fund and central government.
Working Well is intended to show the benefits of devolution, and the Council is committed to building a strong evidence base with a clear evaluation framework.
